The conventional read on tokenised finance is comfortable: stablecoins win the cash leg because central bank money is closed on weekends and slow to change. Tokens trade around the clock. Central banks keep banking hours. So private money fills the gap, the argument goes, and keeps filling it because public infrastructure cannot move at the speed of a blockchain.
That read is now incomplete. On 21 September 2026 the Eurosystem went live with Pontes, enabling wholesale transactions in tokenised assets to settle in central bank money by connecting market DLT platforms with TARGET Services. More to the point, central bankers have published a date. The always-on availability that was the euro stablecoin's main structural edge is scheduled to arrive in 2028. My view: the convergence of payments and capital markets will be decided on the money side, not the securities side, and on the money side the public sector has just claimed the wholesale cash leg for the euro. Anyone building a euro stablecoin settlement thesis should treat 2028 as a dated assumption and build on properties that survive it.
What actually went live
Pontes launched with a real cohort, not a concept. Fourteen market participants took part, thirteen institutions plus the Deutsche Bundesbank, alongside four DLT operators: Axiology, Cashlink, Clearstream and SWIAT. First transactions covered primary- and secondary-market tokenised-asset deals, including central-bank-money settlement against commercial-bank money and e-money tokens. The ECB Governing Council approved the agreement governing the initial launch on 11 August 2026 and published the decision on 2 October.
This did not come from nowhere. The Eurosystem's 2024 exploratory work pulled in 64 market participants, ran more than 50 trials and experiments, and settled nearly EUR 1.6 billion in central bank money. Pontes is the production answer to that programme. The participant list is published, with more market DLT platforms expected to connect in the following months. The institutional gravity here is worth naming: when the settlement asset is central bank money and the operator is the Eurosystem, counterparty and credit risk on the cash leg collapse to near zero. A stablecoin cannot match that on the risk axis. It could only ever compete on availability. Which brings us to the clock.
The 2028 clock
In a 29 October keynote in Frankfurt, published by the BIS on 2 November, and again in Tirana on 5 November 2026, ECB Executive Board member Piero Cipollone set out the roadmap plainly. Pontes operating hours are to be significantly extended by mid-2027. The target is 24/7/365 availability in 2028. And immediate settlement finality on the DLT platform could arrive as early as 2027. The framing was explicit: preserve settlement in central bank money and strategic control as markets migrate on-chain.
Read what that removes. The euro stablecoin pitch for wholesale settlement rested on two claims: it never closes, and it settles with finality on the token's own rail. The 2028 target takes the first. The 2027 finality ambition takes the second. Once wholesale euro cash is available every hour of every day, settling with central bank finality against a token, the "faster than the central bank" argument in euro flows stops being a structural edge and becomes a timing gap that narrows each year to 2028. I would not anchor a decade-long thesis on a gap with a published closing date.
What is still a bridge
Here is where I temper the triumphalism, because the detail matters. Pontes offers three settlement solutions: the Trigger Solution from the Deutsche Bundesbank, TIPS Hash-Link from Banca d'Italia, and Full DLT Interoperability from the Banque de France. The first two are bridge-style links that connect a market DLT platform to legacy TARGET rails. They coordinate settlement across two systems rather than settling natively, atomically, on one ledger.
That matters because the cleanest version of the tokenisation story is atomic delivery-versus-payment and payment-versus-payment: asset and cash move together or not at all, on-chain, in one legally final step. A bridge bolted onto TARGET gives you central bank money and a connection, but it does not give you native atomicity across the board. The ECB has been candid about the architecture. On 5 November 2026 it described Pontes as the operational bridge between market DLT platforms and TARGET Services, live with its initial group, while Appia is the longer-term track to develop a blueprint for an integrated tokenised European financial ecosystem, with that blueprint due in 2028. The longer-run choice between bridge-style and native DLT settlement is still open. So the full atomic-settlement story is capped until Appia matures. Pontes claims the cash leg. It does not yet deliver the elegant native rail.
Where stablecoins keep the edge
None of this ends the case for private stablecoins. It relocates it. The durable ground is not speed against the central bank. It is reach.
Pontes settles euro wholesale transactions in euro central bank money. It does not settle a payment from a São Paulo importer to a Shenzhen supplier. It does not reach merchant-level settlement in corridors where no public rail exists. And critically, it does not solve the FX seam. Picture 2028: an always-on euro central-bank rail on one side, always-on dollar rails on the other. Something has to cross the gap between them, continuously, on-chain. That seam, EUR/USD and the long tail of non-euro corridors, is where on-chain FX and private stablecoins earn their place. Emerging-market cross-border flows, where the alternative is correspondent banking with multi-day lags and opaque pricing, are the real prize, and Pontes does not touch them.
So the map redraws cleanly. Public money takes the wholesale euro cash leg and will take round-the-clock availability by 2028. Private stablecoins hold reach: the corridors, the merchants, the FX seam between sovereign rails.
Pontes tells builders exactly where the public sector intends to win and roughly when. The weekend-and-hours argument for euro stablecoins now has an expiry date. Build on reach, on FX, on the corridors central bank money will not touch. Those properties survive 2028. The availability gap does not.
